Michael J. Mestrovich
Michael J. Mestrovich, Ph.D., is President and CEO of Unlimited New Dimensions, LLC (www.undllc.com), and President and Chairman of the Board of the Federation for Identity and Cross Credentialing Systems (FiXs) (www.fixs.org).
His company provides consulting services to commercial and government entities that are developing their enterprise and operational strategies for the ever-changing environments of the 21st century. These services are focused on the areas of secure information sharing, Web-based applications and e-Business processes, enterprise level services, interface and enterprise architectures, information assurance, cyber security, critical infrastructure protection, network-centric solutions, identity management and credentialing, homeland security, and executive education in areas of information management and change management. These services have been provided to a variety of organizations, both public and private.
Dr. Mestrovich is also President of the Federation for Identity and Cross-Credentialing Systems (FiXs). The organization is a coalition of commercial companies, government contractors, and not-for-profit organizations whose mission is to establish and maintain a worldwide, interoperable identity and cross-credentialing network built on security, privacy, trust, standard operating rules, policies, and technical standards. The FiXs network verifies and authenticates the identity of personnel seeking to enter U.S. military and government-controlled areas, as well as commercial sites, and logical applications requiring cyber security. The FiXs solutions in identity management and access also support efforts in implementing Zero Trust Architectures (ZTAs).
Prior to his current positions, he served for nearly 30 years in the Department of Defense (DoD), as member of the Senior Executive Service, in executive information management and information technology positions.
As the Deputy Assistant Secretary of Defense for Health Management Systems, Office of Assistant Secretary of Defense for Health Affairs, he was responsible for the acquisition of health information programs/systems throughout the DoD, including such programs as the Defense Enrollment Eligibility Reporting System (DEERS), the Defense Medical Systems Support Center (DMSSC) programs, and the Composite Health Care System (CHCS).
As the Information Management Executive for the Under Secretary of Defense for Acquisition and Technology, he was responsible for advising the Under Secretary on matters of strategic acquisition direction for electronic commerce initiatives and the Information Management program within the DoD and its interfaces with industry. As the Deputy Director for Enterprise Integration in the Defense Information Systems Agency, he was responsible for the strategic direction, planning, and implementation of the Enterprise Integration acquisition initiatives for DoD information systems. These acquisition systems included those in the areas of personnel, finance, logistics, medical, and command and control. As Director, Center for Integration and Interoperability, Corporate Information Management (CIM), Office of the Assistant Secretary of Defense, Command, Control, and Communications, he was responsible for implementing systems migration and modernization initiatives throughout DoD to include “best commercial practices” concepts, and the Government Wide Defense Enterprise Integration Services (DEIS) acquisitions.
His undergraduate degree is from the University of Notre Dame, his master’s degree from Duquesne University, and his Doctorate of Philosophy in Economics from the University of Notre Dame.
