John Foley
John Foley is the Chief Executive Officer and Chairman of the Board of Directors. With decades of experience in the Federal IT solutions market, John leads DSA’s strategic direction as a 100% employee-owned ESOP company, with a focus on sustainable growth, operational excellence, scalability and long-term value creation for employee-owners. He is deeply engaged in shaping corporate strategy, capital allocation, governance, and innovation, including the responsible adoption of AI/ML, cybersecurity, and advanced digital solutions in support of defense and civilian agency missions. Known for his collaborative and steady leadership style, John emphasizes accountability, talent development, and a strong ownership culture to ensure DSA continues to deliver trusted, mission-critical solutions with integrity and purpose.
Prior to joining DSA, John served as Business Finance Officer at CIGNA Corporation and spent 15+ years at Lockheed Martin Information Systems and Global Services, holding various leadership roles. Earlier in his career, he also worked at eBay (Half.com) as a Senior Business Analyst focused on business intelligence. John has received numerous professional honors, including the 2018 Philadelphia Business Journal CFO of the Year, the 2015 SmartCEO Executive Management Award (CFO), and two Lockheed Martin NOVA Awards—the company’s highest recognition—for excellence in M&A integration projects.
John holds a Bachelor of Arts in Communication and an MBA in Finance from Rutgers University. His executive education includes programs at Harvard Business School, Darden Business School, and the Lockheed Martin Executive Strategies Program.
