EPA IT SOLUTIONS BUSINESS INFORMATION STRATEGIC SUPPORT SERVICES III (ITS-BISS III) (Prime)

ITS-BISS III 

The United States Environmental Protection Agency (EPA), Information Technology Solutions – Business Information Strategic Support (ITS-BISS) III Contract. The purpose of this acquisition is to provide the EPA with a 3rd generation Agency-wide contract vehicle, ITS-BISS III, for a broad range of information technology and information management (ITIM) technical and professional services with emphasis on integrated program management support services and independent assessments and support (IAS) services. These services provide EPA with support for implementing key ITIM federal statutes and policies including the Clinger Cohen Act, Government Performance Results Act, Paperwork Reduction Act, Federal Information Security Management Act, and Office of Management and Budget (OMB) Circulars. ITS-BISS III will also provide services to support EPA’s information priorities such as implementing enterprise information tools and services. The ITS-BISS III requirement is divided into two (2) functional areas, and we have an award under Functional Area 1 (FA1): Integrated Program Support Services.   FA1 includes core ITIM services such as Policy, Planning, Information Security, Investment Management, Enterprise Architecture, IT Architecture, and Program and Project Management. FA1 also includes other important ITIM support services such as Training, Human Capital Management, and Communications Support. Contractors providing services under FA1 may be required to provide customers with independent assessments and related support services that are ancillary to the efforts for a requirement for integrated program management support.

ITS-BISS III contractors must be prepared to perform all required tasks and deliver all required items and deliverables as specified in the Statement of Work (SOW). The contractors must also provide advisory and assistance services within the scope of this contract and in support for EPA activities in furtherance of the Agency's primary mission - the protection of human health and the environment. The work to be performed under the SOW falls under the North American Industry Classification System (NAICS) code 541519, Other Computer Related Services.  The contract has an EPA estimated, potential maximum value of approximately $140 million with a hybrid pricing structure, which allows for task orders to be time-and-materials/labor hour, firm-fixed price or a combination of both. The IDIQ contracts all have an ordering period of up to 60 months. Work under this contract will be ordered through the issuance of delivery/task orders using fair opportunity procedures set forth in FAR Part 16.505(b)(1). In addition to performing required tasks, the contractor will be required to provide all personnel, materials, and equipment necessary to perform the work.
