This contract supports the Defense Technical Information Center (DTIC). The Department of Defense (DoD) Information Analysis Center (IAC), administered by the DTIC, operates a portfolio of task order contracts for technical research and analysis. The IAC program serves as a bridge between the Warfighter and the Acquisition community.
The IACs are research and analysis organizations chartered by the DoD to help researchers, engineers, scientists, and program managers use existing Scientific and Technical Information (STI). IACs establish and maintain comprehensive knowledge bases that include historical, technical, scientific, and other data and information collected worldwide. IACs also work directly with customers on TATs, which yield new STI to continually enhance the database library.
CS TAT services will support all aspects of potential or identified military, national security–related, and dual-use applications of related technologies and methods, as well as the development of tools and techniques that enhance the mission of the DoD Research and Engineering community. TATs may involve multiple years of performance, support non-DoD customers, be performed at multiple locations (including OCONUS), and require a Top Secret facility clearance. The focus of TATs is analyzing issues that generate new STI, rather than providing staff augmentation support services.
Award of this partial small business set-aside CS TAT contract allows DSA to compete for all orders with an estimated value of $3.5 million and below. This is a share of the overall $5 billion ceiling for the cost-plus-fixed-fee, firm-fixed-price, multiple-award IDIQ contract.
This contract provides research and development, test and evaluation, and scientific and technical analysis that will permit STI in support of IAC objectives in the following focus areas:
Representative tasks include, but are not limited to, technical development; evaluation; plans and frameworks; research and analysis; training (non-routine); operations and support development analysis; providing general subject matter expertise; organizing, facilitating, or participation in technical conferences, studies, and meetings; and other more general RDT&E services.
The Air Force Installation Contracting Agency, Offutt Air Force Base, Nebraska, is the contracting activity.
