Description:

The scope of DIESCON3 covers the intelligence-related IT services required by the Defense Intelligence Agency and Department of Defense Intelligence Information Systems (DoDIIS) organizations. Included are members of the DoDIIS Community such as the Defense Intelligence Agency, DoD Agencies with an Intelligence component, and elements of the Military Services, Joint and Unified Commands and their subordinate entities; and other Intelligence Community members (e.g., Federal Bureau of Investigation, Central Intelligence Agency, National Security Agency, Department of State, National Reconnaissance Office, National Imagery and Mapping Agency).

The objective of DIESCON3 is to quickly, efficiently, effectively, and economically provide the full range of Information Technology engineering and technical services to support DIA, DoDIIS and Community of Interest organizations in meeting Defense Intelligence missions. As such, the objective of this requirement is to:

    • Provide a procurement mechanism through which the DIA, DoDIIS and Intelligence Communities receive highly reliable, and secure, IT engineering, managerial, analytical, and technical services and support that meets or exceeds customer requirements and expectations and

      • Supports performance-based contracting Accommodates base plus option periods of performance covering multiple years;

      • Supports Fixed Price, Labor Hour or Time and Material types as appropriate to meet separately identified requirements.

      • Uses Internet web sites for data display to facilitate market research.

      • Builds upon experience working with DoDIIS and Community of Interest programs and projects.

    • Establish a partner-focused working relationship with DIA and the DoDIIS and Intelligence Communities’ customers.

    • Continuously seek ways to apply Information Technology to improve Defense Intelligence mission performance.

    • Throughout the life of this program, demonstrate improved performance, reliability, and security.

    • Given the dynamics of Intelligence Community requirements, and technology improvements, establish a contract arrangement that easily accommodates change.

    • Maintain the highest level of service consistent with cost effectiveness. Be able to demonstrate to Government managers that the Government is receiving superior service at a fair and reasonable price.

    • Provide an effective and efficient program management, and management information business processes that provides insightful, accurate, and timely responses, information, and data on program status and performance reporting.

    • Implement and maintain appropriate inventory, security, quality control, architecture standards, and reporting requirements.

    • Provide a business process that supports DIA’s compliance with Government Strategic Guidance (i.e., GPRS, Clinger-Cohen, and others).

    • Receive appropriate data rights, and assure cooperation for any transition to another provider to ensure continuity of service.

    • Encourage small, small disadvantaged, women-owned, veteran-owned, HUBzone and service-disabled veteran businesses to participate, and determine if they will participate in teaming arrangements.
