Flight Safety Standards Sector Local Area Network For Egyptian Civil Aviation Authority

ISSUE
The Egyptian Civil Aviation Authority (ECAA) is the governing body responsible for air travel issues such as regulation, documentation, and safety, basically the Egyptian equivalent of the United States' Federal Aviation Administration. ECAA had no enterprise-wide infrastructure for critical records, such as personnel training data, licensing information, regulatory documents, and aircraft history. This lack of infrastructure prevented the smooth exchange of information among the ECAA staff and delayed vital business processes like investigations that require the information. ECAA also needed to modernize its paper-based personnel certification process to improve efficiency, security, and record keeping.

SOLUTION
Flight Safety Standards Sector Local Area Network (FSSS LAN)
• DSA designed, developed, and installed an information management application for safety information required by the international civil aviation governing body, ICAO.
    - Provided flexible user-defined reporting so ECAA could review data in a variety of ways
    - Developed dual language (Arabic and English) capabilities for the operating system and the applications
    - Installed 100 workstations connected to the LAN capable of running the information management application, share files, access the Internet, and exchange e-mail
    - Provided administration and user training to ECAA personnel

Examination Computer System (ECOS)
• DSA designed, developed, and installed a computer-based testing application for administering certification tests to pilots, mechanics, and other aviation personnel
    - Accommodates over 1000 exam types for a variety of personnel groups from pilot to mechanic
    - Exams are designed and authored by ECAA experts
    - System randomly selects questions from a pool of questions developed and entered into the system by the exam author
    - Real-time results are delivered to the test administrator at the conclusion of the exam
    - Each applicant's record, including the questions posed and the applicant's responses, is stored in the database indefinitely for later review or retrieval
• DSA designed and installed a local area network for ECOS
    - Physically separated from other networks to ensure network security
    - Interconnects two servers, networked printers, and 30 workstations

RESULT
ECAA has an electronic FSSS database application and LAN, providing an enterprise-wide infrastructure for information exchange among the ECAA staff
• Replaces a manual, paper-based system
• ECAA has the ability to locate important documents quickly with FSSS LAN and databases
• Key enabler in the EgyptAir flight 990 investigation
    - Used to locate, access, and retrieve accurate information
• With ECOS, ECAA can ensure the integrity of its personnel certification processes

• Complies with ICAO recommendations
