Defense Message System (DMS)

ISSUE
The Defense Information Agency (DISA) is the agency responsible for mission critical defense communications, which includes orders to send troops into battle. The Department of Defense (DoD) needed to replace their aging messaging system, Automatic Digital Network (AUTODIN), in order to provide secure communications for the DoD, civilian agencies, and government contractors.

SOLUTION
Defense Message System (DMS)

  • Uses a medium grade of email for secure commercial service and a high grade of email for command and control messaging

DSA has supported the transition via:

  • Early DMS architecture planning

  • Preliminary fielding and functional evaluation of DMS products in a closed community

  • Supporting DMS infrastructure design

  • Serving as the software provider for the three DMS Transition Hubs (DTH), which functioned as gateways from legacy to DMS

  • Message Conversion System (MCS) translates legacy addresses into new address format

  • Plain Language Address Distribution System (PLADS) generates legacy e-mail addresses for agencies in a variety of formats to fit diverse needs

  • Continuing support of programs such as MCS and PLADS which allows users to cross the bridge between legacy and DMS

  • Collecting data and statistics for DISA, such as traffic metrics and problem analysis

  • Ongoing full-scale transition to close down AUTODIN

RESULT

  • DSA has installed, configured, and tested DMS hardware and software for three major releases of DMS products.

  • DSA facilitated the migration of users from legacy to DMS.

  • Orders to send warfighters into battle can be transmitted through a secure, highly reliable messaging system.

  • DSA planned and executed the transition of over 60,000 users from a Version 1 X.509 Certificate infrastructure to a Version 3 X.509 Certificate infrastructure without loss of service.

  • Supported closure of legacy system realizing a cost savings of over $12M.
