Interactive Business Opportunities Page for CECOM (BOP)

ISSUE
The Army's Communication and Electronics Command (CECOM) is responsible for developing, acquiring, fielding, and sustaining information technologies and integrated systems for warfighters. CECOM needed a paperless process of selecting and negotiating with vendors for large acquisitions and the capability for two-way communication flow.

SOLUTION
Interactive Business Opportunity Page (IBOP)
• Automate the acquisition process via the web, allowing contracting staff and businesses to:
    - Post solicitations and supporting documents
    - Search for opportunities
    - Securely register and submit proposals
    - Negotiate proposals
    - Post the award
• Allows dynamic two-way flow of communication between contracting agency and vendors.

Using IBOP, CECOM can:
• Inform suppliers worldwide about opportunities daily instead of weekly
• Maintain integrity of the acquisition process by controlling access based on the users' role
    - Anyone can see the lists of Requests for Proposals (RFPs)
    - Only registered users can see the RFP in detail or post a proposal
    - Suppliers cannot see each others' bids
    - Contracting officials can access suppliers' bids
• Automate the entire acquisition process
    - Automatically notify officials if documents are updated
    - Archive dated materials
          • Submit requests to vendors for modifications to bids

RESULT
DSA's IBOP allows acquisition personnel and industry suppliers around the world to engage in collaborative contracting.
• The Army CECOM's administrative cycle time has been reduced by 7 business days.
• Led to a $200,000 reduction in costs over the first 7 months alone.

This technology is now used by:
• The State Department
• The Department of Commerce
