Fran Pierce, Chairman, President and CEO
With over forty years’ domestic and international experience, both in the commercial and government sectors, Fran Pierce began her information technology career with Ford Aerospace in 1963, where she spent six years working on the design and implementation of a backbone data communications network. She was later employed by the RCA Corporation in the area of communications product development.
In 1971, Fran joined DSA as a System Design Analyst for a large-scale data switching system. Promoted to chief engineer and overall technical manager in 1975, she became Program Manager in 1976.
Appointed Vice President and Technical Director in 1979, Executive Vice President and General Manager of the New Jersey Operation in 1985, Executive Vice President and General Manager of the Washington, D.C. Operation in 1986, Fran became President and Chief Executive Officer in 1991. She has served on the DSA Board of Directors since 1980 and became Chairman of the Board in 1991.
Fran was a member of the Board of Directors of Chestnut Hill College from 1993 to 1999. She was a finalist for the Ernst & Young 2006 and 1998 Greater Philadelphia Entrepreneur of the Year Award for Technology Services and was the recipient of the Women's Fund of New Jersey Award for Outstanding Achievement in the Field of Technology in 2002.
A past Associate Director of the Armed Forces Communications and Electronics Association (AFCEA), Fran served as president for its Philadelphia Chapter and headed the chapter’s efforts to award scholarships to deserving young candidates pursuing a career in communications and security. For her efforts, she received the AFCEA Educational Foundation Award.
She served on the Advisory Board of The Secretary of the Army's National Science Center.
She co-chaired the 2001 National Association of Computer Consultant Businesses (NACCB) annual conference in Los Angeles, and is a founding member of The Open Door Education Foundation, the NACCB's not-for-profit, charitable arm. The mission of this foundation is to help talented young people with limited financial resources get the training and skills necessary to keep the United States in the technological lead.
In 2003, Fran was selected as a Woman of Distinction by the Philadelphia Business Journal and the National Association of Women Business Owners; an award based on commitment to professional excellence and community involvement.
Fran was named to the Board of Directors of The International Eye Foundation in 2004. This organization is dedicated to the promotion of peace through the prevention of blindness. In 2007, she was appointed to a second three-year term as Chair of the Finance Committee.
She was a finalist (one of three) for the Technology Council of Maryland’s 2004 Executive of the Year Award, a unique recognition by the high technology community.
In 2007, she was appointed to the Board of Directors for the Women Investment Network (WIN), and also to the Rowan University Dean's Advisory Council, acting as liaison between the Dean of Engineering and the business community.

Fran received a Bachelor of Science degree in Mathematics from Chestnut Hill College and attended graduate school at Temple University.
Bill Mecaughey, Chief Financial Officer, Treasurer, and Senior Vice President
Bill Mecaughey is DSA’s CFO, Treasurer and Senior Vice President of Finance and Administration. Prior to joining the company in 2002, he was Chief Financial Officer and Treasurer at Roy F. Weston, Inc., an environmental consulting and construction firm with $270 MM in revenues. In that position, Bill led financial planning, management, and reporting functions. In his previous role of Vice President and Corporate Controller, he managed a staff of over 100 with $6 MM annual budget and was responsible for financial reporting, cash receipts and disbursements, federal cost accounting, budgeting and taxes.
He began his career at Ernst & Young as staff accountant, and was subsequently promoted to the position of Senior Manager. In that capacity, Bill provided accounting and advisory services to a wide variety of clients, including chemical and electronic manufacturers, cable and radio broadcasters, hotel/casinos, and federal defense contractors.
Professional affiliations include the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants, and the Drexel University Accounting Advisory Board.
Bill is a Certified Public Accountant and was awarded a Bachelor of Science degree in Accounting, from Drexel University, Cum Laude.
Roger Salomon, Senior Vice President & General Manager, Strategic Solutions Group
Roger is responsible for DSA’s Federal and Life Science operations in the Northeastern United States. With over thirty years experience in information technology, Roger Salomon began his career in 1968 with New Jersey Bell Telephone as a computer scientist. Subsequently, he joined ITT Defense Communications Division in Nutley, NJ where he worked as a software developer for ITT data communications projects, eventually becoming technical lead for a message switch product.
In 1971, Roger joined DSA as a software engineer working on data switching systems for Western Union International (now part of MCI) in New York City. He spent six years, in the mid to late 70’s, in Europe, serving as a system architect, consultant, and project manager for DSA clients.
Returning to the U.S., Roger was named Program Manager for DSA’s international operations. Under his direction, DSA delivered software and IT services for communication systems to Asia, Europe, North and South America for DSA clients Siemens, AG and Philips Telecommunications.
As Senior Vice President, his responsibilities expanded to include domestic clients, including the U.S. Army at Ft. Monmouth. It is under Roger’s executive management that DSA supports the Program Executive Office Command, Control and Communication (Tactical) (PEO C3T) Knowledge Management program. This program is now providing a Knowledge Center Portal covering all of the U.S. Army Communications–Electronics Command (CECOM).
Roger holds a Bachelor of Science Degree from Montclair State College. He is a member of the following professional organizations: Armed Forces Communications and Electronics Association, Air Traffic Control Association, Association of the US Army, Drug Information Association, and the Information Technology Association of America.
Powell Arms, Chief Information Officer, Secretary
Powell Arms is Chief Information Officer, Secretary of the Company, Member of the Board of Directors, and Trustee of ERISA Plans for DSA. With over forty years experience in the computer industry, he began his career as staff mathematician with an engineering manufacturing division of Litton Industries, designing rotary components for aerospace vehicles.
Employed with a DSA subsidiary in 1969, as a sales engineer, Powell later assumed roles of ever increasing responsibility within DSA, functioning as chief engineer, project manager and program manager. Projects/programs for which he has been responsible, both in the USA and abroad, include a NATO Command and Control Messaging System, military data communications programs for the US Department of Defense, and various military messaging systems.
Powell was named Vice President and General Manager of DSA’s Washington DC Operations in 1997 and assumed the role of Deputy General Manager in the year 2001.
He is a member of the Armed Forces Communications and Electronics Association (AFCEA).
Powell pursued graduate studies at Princeton University, having obtained an Master of Science in Engineering degree in Computer and Information Science from the University of Pennsylvania and a Bachelor of Science degree in Mathematics from Allegheny College.
Bill Jones, Vice President & General Manager, Integrated Solutions Group
As Vice President and General Manager of DSA’s Integrated Solutions Group, Bill Jones manages the company’s operations in the DC Metro and Midwest Regions. He directs support to DSA’s clients and their customers in building innovative solutions that improve performance in all critical mission areas of the information technology spectrum. He joined DSA in 1995 as a Lead Engineer, was promoted to Program Manager two years later, then Program Director in 2002, and advanced to the position of Vice President in 2005, overseeing DoD Command, Control, Communications, and Computer (C4) Programs for the DC Operation.
Prior to joining DSA, Bill served as a Communications and Electronics Officer in the U.S. Army for twenty years. As Company Commander, he had the responsibility for directing, managing, leading, and coordinating daily operations for a 300 person organization. While assigned to the Defense Information Systems Agency (DISA), Bill served as a Project Officer for over $250M of strategic government owned and leased communications transmission systems. He also drafted and managed the $100M Pacific Consolidated Telecommunications Network (PCTN) acquisition and supported the implementation of the Defense Message System (DMS). Bill was recognized as a key project officer and subject matter expert in Pacific Terrestrial Transmission issues. He has more than thirty years’ experience in telecommunications, information systems, defense acquisition, and project management.
He serves as the Executive Vice President of the Fort Belvoir Chapter of the Armed Forces Electronic Communications Association (AFCEA).
Bill has a Bachelor of Science degree in Business and Computer Science from the University of Maryland and holds a Master of Science Degree from the Naval Postgraduate School in Systems Technology – Joint Command, Control, and Communications. In addition, he holds a Master of Science Degree in Systems Engineering – Security Engineering from George Mason University.
Charles Cooks, Vice President, Intel, Civil and National Security Programs
Charles Cooks is responsible for strategic planning and service delivery for Intelligence Community and Civil Agency customers. As such, he manages the company’s support to the sixteen-member U.S. Intelligence Community, and oversees IT services and information assurance support for U.S. Civil Agencies. He manages DSA’s Network & Information Assurance (NIA) Practice, and directs corporate business initiatives associated with assisting federal customers and their affiliates in achieving compliance with Federal Information Security Management Act (FISMA) regulatory requirements.
Charles joined DSA in 1995 as a Lead Engineer and was promoted to Program Manager and Business Unit Director in 1997. He was promoted in 2002 Vice President in charge of DSA’s Intelligence Community and Homeland Security operations.
Prior to joining DSA, Charles served as project manager and systems engineer for several large acquisition programs. He supported the deployment of the Reserve Component Automation System (RCAS), Defense Switch Network Upgrade ( Japan), and the Defense Message System, and was instrumental in obtaining DoD Major Automated Information System Review Council (MAISARC) approval for these programs. He is a retired U.S. Army Communications and Electronics Officer with thirty years’ leadership and management experience.
Charles has a Bachelor of Science degree in Computer Science from Jackson State University and a Graduate Certificate in Telecommunications Operations & Acquisition Management from the U.S. Air Force Institute of Technology. He also holds a Diploma in U.S. Military Operations and Command & Control Planning from the U.S. Army Command and General Staff College, and a Skill Certification in Command & Control Planning from the National Defense University.
Kathleen Kirk, Vice President, Northeast Federal Operations
Kathleen is responsible for the overall performance of DSA’s contract for the U.S. Army Program Executive Office Command, Control, and Communications Tactical (PEO C3T). She leads a team of over thirty-five members supporting this program, which provides a Knowledge Center Portal covering all of the U.S. Army Communications-Electronics Command (CECOM).
With two decades of experience in Information Technology in government and industries such as aerospace, pharmaceutical, and telecommunications, Kathleen has held positions in program management, software development and secure network architecture and operations.
She has led teams responsible for developing Web-based system for government and commercial applications, some of which have 6,000+ users. Kathleen’s projects received the Government Technology Leadership Award and Lotus Beacon Award for Best e-Business Solution.
At General Electric Company, she successfully led a team responsible for planning, marketing, and conducting an applications study at twelve corporate sites. She created business process flows for reengineering Finance, Program Management, Manufacturing and Engineering.
As a Systems Engineer for Premier Research Worldwide, Kathleen participated in the creation of computer-assisted drug applications for submission to the Food and Drug Administration (FDA). She managed all software testing beta site operations at several firms. She trained clients and FDA reviewers on issues of database development, document management and imaging systems.
Kathleen was awarded a Master of Business Administration degree in Marketing from Pennsylvania State University and a Bachelor of Science degree in Computer Science from Drexel University. She is a Certified Lotus Notes Application Developer, and is Lean Six Sigma Certified.
Rob Russell, Vice President, Business Operations
Rob Russell manages all aspects of the company’s human resources, recruiting, contracts administration, security, and IT support.
Prior to DSA, Rob worked with ChoicePoint Government Services, where he managed the initiation of the Identity Management practice and contributed to the growth of the company’s government practice into a multimillion dollar line of business. He had previously served as ChoicePoint’s Director of Marketing and Product Launch, where he planned and directed new product development initiatives in concert with technical, sales, marketing and executive staffs.
Rob has also provided support in designing business and personnel processes at US Army installations. He has over 10 years of experience working with Federal clients to develop technical, sales, marketing and executive strategies.
He serves on the Board of Directors of the Federation for Identity and Cross-Credentialing Systems (FiXs), and is an Identity Management Committee member of the Information Technology Association of American (ITAA).
Rob received a Bachelor of Arts degree in History, and holds a Master of Business Administration degree, both from The College of William and Mary.
